There is a renewed awareness in Japan that the protection and appropriate use offorest resources are now even more important than ever. This, however, shouldbe seen in a more (? ? ) context, in the face of the large-scaleenvironmental destruction that is taking place in the world.

An international conference by seniorforestry officials of tropical countries is scheduled here in July to discuss measures to protect tropical rain forests, whose disappearance from the faceof Earth is becoming more conspicuous compared to other dwindling forestresources.

The world’s rain forests provide an importanteconomic basis for many countries. But their economic merits are equaled by their( ?? ) tothe environment, one of which is the prevention of wide-ranging warming. Yetthe destruction of rain forests has already reached a critical point; accordingto a report by U.N. Food and Agricultural Organization, the total area of theworld’s forests has decreased to 1.7 billion hectares in 2002, more than a 10percent plunge from 1.9 billion hectares ten years ago.

The government’s white paper on forestry, which was recently published, points its finger at some of the possible (? ? ) of the destruction:excessive burning of forests to create land for farming and cattle ranching andcommercial logging which totally ignores replanting. Population explosion andlack of technology, money, and manpower are also mentioned as the main culprits.

Rain forests are mainly located in developingnations, which unfortunately have a limited capacity to stop the irreversible destruction on their own. This is where Japan, as the world’s biggest lumber importer, iscalled on to play a bigger role.Japan accounts for about 40 percent of all lumber imports. And of course, some ofJapan’s lumber comes from rain forests.

? There is a voice in Japan that blames the decline of the Japanese forestry industry onimports of foreign lumber and therefore does not consider the prevention offoreign forest resources as a pressing issue. But if Japan falls behindinternational efforts to protect world forests, it will only invite anow-familiar condemnation that it puts economy aboveeverything else. Japan should strive to pitchin on preservation efforts more and offer its financial and technologicalassistance, not to mention sending personnel
